A survey of 205 local authorities across three markets

Dedale Intelligence conducted 60 primary expert interviews with vendors, alumni, and channel partners across the US, UK, and France, combined with survey data from 205 local authorities. The findings are consistent across all three markets: around 86% of US authorities run AI on under a fifth of their workloads, the barriers are internal (budget, staff skills, data governance) not product-related, and authorities across all markets expect AI to flow through their incumbent contract rather than as a separate purchase.

For most categories, no. Switching costs are high, replacement cycles run 10 to 15 years in the stickiest segments, and the survey data confirms that only 21 of 100 US authorities would consider an AI-native challenger across the board. Openness to challengers concentrates in low-stickiness, citizen-facing categories such as community engagement software (44% open in the US) and drops sharply in public safety, education, and statutory case management.

What is holding local government AI adoption back?

The blockers are internal, not product-related. Across all three markets, budget constraints, staff skills and capacity, data governance requirements, and public or political trust concerns consistently rank above vendor AI capability gaps. Around 86% of US authorities run AI on under a fifth of their workloads, and the pattern holds across the UK and France.

How do local authorities prefer to pay for AI?

Across all three markets, authorities expect AI to be bundled into their existing contracts. In the UK, 80% want AI included in their existing subscription at no extra cost or as a percentage uplift. France is more open at 27% standalone appetite, but still majority-bundled at 58%. This is a structural headwind for standalone AI vendors and a defensive pricing advantage for incumbents.
